Mr. Apgar is a nationally recognized leader and expert in large project management as the former Y2K project manager for Multnomah County, Oregon and Providence Health Plans. Mr. Apgar has also managed large software development projects and State of Oregon policy related projects.
Mikel Lynch
Mikel Lynch is the Director of Corporate Compliance for University of Missouri HealthCare, where he also serves as the Corporate Privacy Officer and Chair for the University Health Care HIPAA Task Force. He is also the chair for the Privacy and Security Group of the Missouri Strategic National Implementation Project. University Health Care is an Integrated Delivery Network of 5 hospitals, 30 remote clinics, and the Schools of Medicine, Nursing and Health Professions.
Previously, as the Manager of Integrated Technology Services for the University of Missouri Health Care, he was responsible for all administrative, operational and financial automated systems. He helped manage the Patient Centered Care Online project and was also responsible for directing the institutional Year 2000 Program.
