Kim Bellard

Kim Bellard is vice-president, eMarketing & CRM for Highmark Inc., a licensed affiliate of the Blue Cross Blue Shield Association. Bellardís primary responsibility is developing new generations of products and services for Highmark, all aimed at a consumer driven market.

In addition, Bellard leads Highmarkís transparency efforts, aimed at helping consumers make more informed decisions about their healthcare choices through more quality and cost information.

Bellardís unit also developed, and has ongoing responsibility for Highmark, Highmark Blue Cross Blue Shield, and the Highmark Blue Shield websites. These include consumer portals, employer portals, agent/visitor portals, and the corporate website. The various sites offer an industry-leading array of information and services to their respective constituents, and continue to be expanded and enhanced as part of Highmarkís strategy to move more services to the Internet.

Prior to joining Highmark, Bellard spent 20 years with Prudential HealthCare in a variety of roles.

Bellard is a summa cum laude graduate of Bowling Green State University.

John Mills

John Mills is director of product management for HIP Health Plans and has served in this position since January 2002. In this capacity he is responsible for developing and managing all of the companyís Consumer Directed Healthcare products. He also has responsibility for the companyís Web-based decision support tools and online sales vehicle. He developed and launched HIPís first Consumer Directed Healthcare Product, HIP myFund. Mills also identified and initiated the acquisition of the PerfectHealth Insurance Company, HIPís subsidiary for Health Savings Account products. He served as director of federal relations at HIP from 1995-2000.

Prior to returning to HIP, Mills worked for MyHealthBank, a healthcare software and technology company in 2000 and 2001. He served in a number of roles at MyHealthBank including being in charge of product implementation and advising the company on regulatory issues including HIPAA transaction and privacy rules. Mills served as the implementation manager for MyHealthBankís contracts with Regence BlueCross BlueShield of Oregon, Regence BlueShield of Washington, Regence BlueShield of Idaho, and Regence BlueCross BlueShield of Utah.

Mills also has an extensive background in health policy having worked in Congress for more than eight years including serving six years as legislative director to Representative Eliot Engel of New York. He staffed HIP CEO Anthony L. Watson in his role as a member of the Bi-Partisan Commission on Medicare Reform.

Mills has a Masters Degree in Public Policy with a specialization in health policy from Georgetown University in Washington, DC and a Bachelor of Arts in Political Science from Union College in Schenectady, N.Y.
